Kerala government submitted their demands and suggestions before the Madanmohan Poonji Commission which is appointed to report the changes needed in the relationship between the state and the centre. Kerala insists on the right to expel governor when he violates the provisions of Constitution, if he does not agree to the government stand with respect to university chancellorship case, and any fall in the criminal prosecution procedure happen. It is notable that the state government put forward demands to decrease Governor’s power though the Commission sought suggestions to strengthen the centre-state relationship . They wanted power to call back governor and they requested for an opportunity to discuss with centre before appointing governor and for this they demanded constitutional change. Governor’s discriminatory power should be regulated. It takes a long time to get the bills, sent to the governor’s approval, back from him. A governor should be suitable for the post and its nobility. Since governor has got many other constitutional duties no need to give him the heavy responsibilities of a Chancellor. And basically universities are under state government.
And when any law and order problem takes place centre should seek permission of the state to deploy army…. Demands continues…
The state opposed the opinion of Poonji commission that governor should follow supreme court order, not the state’s suggestions for approval for prosecution. Cabinet is supreme according to the state government.
